The problem is that when I have created 15 viewports for details in paperspace, the 16th that i make is always off. When I turn it on, one of the others that was made before turns off. I can't seem to have more than 15 viewports active at once. What is particularly frustrating about this is that of course there seems to be no documentation regarding this and no apparent workaround!
